Introduction

Qatar passed a new constitution in 2003 that created a legislative body: two thirds of this Advisory Council "Majlis Al-Shura" are to be elected directly and one third appointed by the Emir, whose family has had a monopoly in power since the mid-19th century. The first general elections for the new consultative assembly, which requires the Emir's endorsement for new laws to pass, were initially planned for 2013, but then indefinitely postponed.
